ANNUAL REPORT ON THE ESTIMATED CLEARINGS AND NEW PLANTATIONS OF CERTAIN TYPES OF FRUIT TREES

Explanatory Memorandum


1. Under Article 8 of Council Directive 76/625/EEC, as amended by Article 1 of Council Directive 77/159/EEC, the Commission must present to the European Parliament and the Council from 1 January 1977 annual reports on the estimated clearings and plantings of certain types of fruit trees (apples, pears, peaches and oranges).

2. The sixth report presented by the Commission refers to the estimates by Member States of the clearings and plantings during the 1980/81 season.

3. The report indicates the extent and direction of estimated changes in the total area under the four species of fruit trees within individual Member States.

4. As Greece,which became a full member of the Communities on I.I.I98I, could not provide the required figures, it has been omitted from the present report.

I. INTRODUCTION


1. The Council Directive 76/629/EEC1^of 20 July 1976, as amended hy Council Directive 77/l99/EEC2 3^ of 14 February 1977 and Council Directive 8l/lOl5/EEC ' of 19 December 1981, concerning the statistical surveys to be carried out by Member Stares in order to determine the production potential of plantations of certain species of fruit trees, requires in Article 8 that the Commission shall submit to the European Parliament and the Council from 1 January 1977 annual reports on the subject of Articles 5 and 6.

2. The sixth report relates to estimates made by Member States of the areas of fruit trees cleared and newly planted during the 1980/81 season.

II. OBJECTIVE


3. The objective of Articles 5 and 6 of the Directive is to provide the Commission with annual estimates of changes in the area of certain species of fruit trees (dessert apples, dessert pears, peaches and oranges). These estimates give an indication of the trend in the area under fruit trees between the quinquennial surveys on fruit tree plantations.

III. INFORMATION RECEIVED


4. The Directive requires Member States to supply annual estimates of the areas of fruit trees cleared and newly planted by species. The estimates must distinguish between varieties 'in so far as possible', but some Member States are unable to make this distinction. This report is therefore restricted to changes in the total area of the four species.

IV. AREAS CLEARED (Table l)


.9. The total area of apple, pear, peach and orange trees cleared in I980/8I was

21107 ha, an increase of 1940 hectares (8$.) compared with the 1979/80 total.Most

of the increased clearings were of pear trees which, at 4949 hectares, were almost26$ higher than for the previous season. The increase occurred in all Member States except Italy and Netherlands, and was particularly marked in France.

6. Clearings of apple trees we^rf^/^ higher than the previous season. Increases occurred in Germany, Italy, Luxembourg, Ireland and, particularly, in France while decreases were registered in all other Member States but mainly in the Netherlands.

7. Clearings of peach trees were slightly above (3$) the previous season's level,

with a reduction in Italy being more than offset by an increase in Prance. Clearings of orange trees were about 13$ lower than in 1979/80.

V. AREAS PLANTED (Table 2)


8. New plantations of apple* pear, peach and orange trees in 1980/81 amounted to 16881 hectares, which was about 4$ above the 1979/80 total. New plantations of apple and pear trees were only slightly higher than the last season's level while new plantations of peach trees marked an increase of about 20$ (llll hectares) from that of the last season. The main rate of these new plantations occurred in Italy.

9' During this period there was a new decline in the new plantations of orange trees.

VI. NET CHANGE IN AREA (Table 3)


10. Decreases in the area under apples, pears and oranges during I980/8I have led to an estimated reduction of some /]c;00 hectares in the area under the four species in 1981. However this represents a reduction of less than 1$ compared with the estimated total area of commercial orchards of these species in 1980.

11. Table 4 and table 5 (which is presented for the first time) are self-explanatory.

Vl'II. CONCLUSIONS


12. At present EUROSTAT has not available annual estimates of clearings and plantings for the 1981/82 season and and has only partially received the results of 1982 orchard fruit survey. Therefore EUROSTAT is not yet in a position to proceed with an overall analysis and evaluation of the reliability of the annual estimates.
