Explanatory Memorandum to COM(2011)463 - Amendment of Council Regulation 881/2002 imposing certain specific restrictive measures directed against certain persons and entities associated with Usama bin Laden, the Al-Qaida network and the Taliban

1. Council Decision 2011/[…]/CFSP of […] amends Common Position 2002/402/CFSP concerning restrictive measures directed against Usama bin Laden, members of the Al-Qaida organisation and the Taliban and other individuals, groups, undertakings and entities associated with them.

2. The objective of the amendment to the Common Position is to remove references to Usama bin Laden and to the Taliban. This follows the death of Usama bin Laden and the decision of the United Nations Security Council to separate Al Qaida and Taliban into two separate Resolutions UNSCR 1988 and UNSCR 1989.

3. Council Regulation (EC) No 881/2002 should therefore be amended accordingly.
