1. Protocol 3 to the Agreement between the European Economic Community, of the one part, and the Kingdom of Norway[1], of the other part, concerning the definition of originating products and methods of administrative cooperation contains in Annex II a list of working or processing required to be carried out on non-originating materials in order that the product manufactured can obtain originating status.

2. The entry into force of the Harmonised System as of 1 January 2007 implies that this Protocol should be further adjusted, in particular its Annex II, which is here entirely reproduced.

3. It is therefore appropriate, for the proper functioning of the Agreement and with a view to facilitating the work of economic operators and customs administrations, to amend Annex II of Protocol 3 accordingly.

4. These amendments should be introduced by a decision of the Joint Committee established by the Agreement between the European Economic Community and the Kingdom of Norway.

5. The Union should therefore take position in the Joint Committee as set out in the attached draft Decision.
