Communicat ion from the Commission to the Council relating to negotiations and the signature of agreements in the context of the Conference for the protection of the North Sea
1. On 25 September 1984, the Commission presented to the Council a proposal for a Council Decision authorising the Commission to negotiate at the International Conference on the protection of the North Sea with a view to the signature of agreements arising from that Conference. (Doc. C0M(84)458 final).
2. Following the examination of this proposal by the Council's 'Environment Group' it was recognised that because of the nature
of the Conference and of the scope of its work, there is no reason to apply the procedure of Article 228.
3. This Communication withdraws the abovementioned one.
4. By the present Communication the Commission informs the Council of
its intention to participate in the Conference and, if it judges it
appropriate, to sign the final documents; it will take care to ensure that these documents are in accordance with the Community action programme.
5. In the opinion of the Commission, the acceptance of
these documents does not apply any change in the distribution of competences between the Community and Member States.
