Declaration on behalf of the Union

‘The decision to sign the Stabilisation and Association Agreement subject to its conclusion at a later date, including the legal bases used in that regard, is without prejudice to Member States' positions on status and does not constitute recognition of Kosovo (1) by the Union as an independent State, nor does it constitute recognition by individual Member States in that capacity where they have not previously taken such a step.’


(1) This designation is without prejudice to positions on status, and is in line with UNSCR 1244/1999 and the ICJ Opinion on the Kosovo declaration of independence.
