WHAT IS THE AIM OF THE DECISIONS AND THE REGULATIONS?

They collectively put in place sanctions and other restrictive measures such as travel bans and asset freezes in respect of Russian action in Ukraine.

KEY POINTS

The documents address four different aspects of the situation in Ukraine. They put in place restrictive measures covering the following.

Russia’s actions destabilising the situation in Ukraine

Decision 2014/512/CFSP

  • - 
    Imposes economic sanctions, including a ban on the sale, supply, transfer or export of weapons, dual-use goods (see summary) and technology, certain oil exploration and production technology, and on assistance with goods and technology included on the common military list.

Regulation (EU) No 833/2014

  • - 
    Supplements these measures by establishing a basis for information-sharing between EU countries as well as by authorising EU countries to introduce rules on penalties for infringing the bans and restrictions.

2.

Imports originating in Crimea or Sevastopol, in response to the illegal annexation of Crimea and Sevastopol

Decision 2014/386/CFSP

  • - 
    Bans the import of goods originating in Crimea or Sevastopol into the EU, along with related financial assistance.
  • - 
    Exempts goods checked by the Ukraine authorities and granted a certificate of origin.
  • - 
    Bans the acquisition or extension of business dealings in the areas including acquiring real estate or shares in companies based there.

Regulation (EU) No 692/2014

  • - 
    Provides broader details on restrictive economic measures.
  • - 
    Includes a list of the banned goods for sale, supply, transfer or export.

Actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine

Decision 2014/145/CFSP

  • - 
    Establishes travel bans and asset freezes.
  • - 
    Lists the persons concerned.

Regulation (EU) No 269/2014

  • - 
    Provides broader details on travel bans and asset freezes along with derogations.
  • - 
    Sets up a basis for information sharing between EU countries.
  • - 
    Authorises EU countries to set up rules on penalties for infringing the bans and restrictions.

4.

Certain persons, entities and bodies in view of the situation in Ukraine

Decision 2014/119/CFSP

  • - 
    Asset freezes, with derogations, on those responsible for misappropriating Ukrainian state funds or responsible for human rights violations in Ukraine.
  • - 
    Lists the individuals concerned.

Regulation (EU) No 208/2014

  • - 
    Provides broader details on asset freezes along with derogations.
  • - 
    Sets up a basis for information-sharing between EU countries.
  • - 
    Authorises EU countries to set rules on penalties for infringing the bans and restrictions.

Amendments

Each of these laws has been amended multiple times, for example to update lists of persons or to prolong sanctions. This is done either by adopting Council acts or Council implementing acts.

FROM WHEN DO THE DECISIONS AND THE REGULATIONS APPLY?

Regulation (EU) No 208/2014 and Decision 2014/119/CFSP have applied since 6 March 2014.

Regulation (EU) No 269/2014 and Decision 2014/145/CFSP have applied since 17 March 2014.

Regulation (EU) No 692/2014 and Decision 2014/386/CFSP have applied since 25 June 2014.

Regulation (EU) No 833/2014 and Decision 2014/512/CFSP have applied since 1 August 2014.
