SUMMARY

WHAT DOES THIS DECISION DO?

It provides EU support:

The decision implements measures in the EU’s strategy against the proliferation of weapons of mass destruction, which aims to tackle the weapons of mass destruction (WMD) proliferation by working with international organisations and key countries.

KEY POINTS

The decision provides €990 000 of funding for projects by the Fondation pour la recherche stratégique to:

  • raise awareness of the threat of proliferation;
  • increase international organisations’ ability to deal with the threat;
  • encourage all countries with ballistic missile capabilities to subscribe to the Hague Code;
  • support implementation of the code and promote adherence to MTCR guidelines.

Specifically the projects will produce or organise the following.

  • Outreach events:
    • 4 seminars in the margins of Hague Code meetings and relevant UN events;
    • seminars in 3 key regions, especially the Middle East, North-East Asia and South-East Asia;
    • expert missions to 10 key countries, targeting industry, scientists, export control experts and military.
  • Promotional material for the Hague Code (1 000 booklets, 1 500 leaflets and website).
  • 4 expert papers (examining confidence-building measures, controls on exports, knowledge transfer, etc.).

BACKGROUND

  • MTCR - voluntary association of countries aiming to restrict the proliferation of systems capable of carrying WMDs.
  • Hague Code - rules of conduct for ballistic missiles, e.g. requirements for subscriber countries to declare their ballistic missile policies and issue notifications before testing.
