- 71.This legally binding act of the European Union establishes a set of objectives which all member states of the European Union must fulfil. The member states are required to implement directives. The member states are free to choose the manner they see fit to fulfil the required objectives.
- 72.This Directorate-General develops and monitors the implementation of policies that aim to ensure that the whole of the European Union is an area of freedom and security without internal borders.
- 73.This procedure is one of the special legislative procedures used in the European Union. The consultation procedure is used for politically sensitive issues, where the member states bear responsibility for policy making and where the member states make decisions based on unanimity.
