Subject: Closure of saving accounts when moving within the EU

It has been brought to our attention that certain banks established in an EU member state, will close a savings account of a customer when that person moves to another member state. The National Supervisory Authority, in response to a complaint by a citizen, considers it the freedom of the bank to apply its own criteria. However, the practice would seem to constitute an obstacle to free movement of persons.

  • Is the Commission aware of the above mentioned practice, where a bank closes a saving account with the sole reason the person moved to another Member State?
  • Does the Commission consider that such practice is in line with EU law, including, in particular, the four freedoms?
  • Does the Commission intend to further investigate this practice and take the necessary action to prevent it from happening?
